Margaret WaltonMargaret Walton provides transactional, regulatory, and compliance advice to a broad range of health care clients, including hospitals, health systems, managed care plans, academic medical centers, community-based providers of health care services and private equity funds active in the health care industry.

Margaret has assisted these clients with various matters, including government investigations, managed care contracting, drafting compliance plans and policies, physician contracting, mergers and acquisitions and private equity transactions, as well as compliance with fraud and abuse laws, data privacy and security laws, and licensure and accreditation requirements.

Prior to relocating to Arden-Arcade in 2014, Margaret was the 16th Rockefeller Brothers Fund Fellow in Nonprofit Law at the Vera Institute of Justice, a nonprofit in New York City. She graduated from Columbia University in 2006 with a B.A. in business administration/hospital management. Before attending law school at Northwestern University, she conducted occupational health and emergency preparedness research at the Mailman School of Public Health at Columbia University.

Transactions & Affiliations

Margaret advises hospitals, health systems, licensed clinics, private equity companies and other for-profit and tax-exempt clients in corporate transactions and affiliations on corporate structuring, due diligence, contracting, regulatory and reimbursement matters that arise in the course of health care transactions.

Regulatory Advice

Margaret counsels clients on a broad range of regulatory matters, including Medicare and Medicaid; state and federal fraud and abuse authorities, including the Stark physician self-referral law, Anti-Kickback Statute and False Claims Act; the repayment and disclosure obligations that arise from overpayments and improper relationships with referral source physicians; corporate practice of medicine and licensure; managed care contracting; reimbursement matters; telemedicine and digital health initiatives; and health information privacy and security.

Compliance Program Advice

Assist providers in the development, implementation and enhancement of health care compliance programs designed to meet the Office of Inspector General of HHS (“OIG”) and the New York State Office of the Medicaid Inspector General (“OMIG”) guidance for compliance programs and continually evolving industry best practices.

CIA Implementation

Provide ongoing support to health care providers in the implementation of Corporate Integrity Agreements ("CIAs") with the OIG and the OMIG.

Personal Life

In 2012, Margaret Walton married Dr. Vincent Welsh, a resident at the University of California, Davis, Medical Center. Margaret’s interests include skiing, tennis and gourmet cooking. She is active in the 20-30 Club of Greater Sacramento #1032 and the Columbia University Alumni Association.  She is the granddaughter of Margaret O. Walton.
